AGT 2014
The representatives of the association met the Chief Commissioner today. He assured that Board's guidelines dated 21.01.2002 will be followed in ensuing AGT. There will not be any colling off period or any experience of customs side counted for posting at most sensitive places i.e. LCS Raxaul and Jogbani. Further, the new recruits or promotee Inspectors posted at Customs side and want to be repatriated will be considered. Hence, you may represent in ensuing AGT keeping in mind the above facts.

Hon'ble Member's visit to Patna.
Dear friends,
On behalf of entire fraternity of Inspectors of Central Excise & S. Tax, AICEIA, Patna Circle, the General Secretary met the Member (East Zone), CBEC on 17.10.2013 on her maiden visit to Patna and submitted a Memorandum vide Ref. No. AICEIA/Pat/38/2013 regarding welfare of Inspectors. The issues, which were the part of memorandum, are as under:-
Poor promotional aspects of Inspectors, Cadre Review, Regional Disparity, All India Seniority, Issues related to ICT of Inspectors and trasparency therein etc.
Hope, the same will yield some results in near future.

Recent Update on CR by Sh. A. Satish, President, AICEIA
Office bearers of the AICEIA met senior officials of the Board at New Delhi on 23rd September. It is learnt that minutes of the meeting of the Committee of Secretaries are still awaited and no sooner than those are issued, the draft note to be put up before the Union Cabinet will be sent for the Finance Minister's approval by the DGHRD/CBEC. Our Board does not apprehend the recently announced austerity measures to come in the way of the CR proposal getting through.
AICEIA has again impressed on the Board the need to urgently address the issue of stagnation and regional disparities, and we have once again been assured that the CR would certainly be implemented in a manner doing away with this at least in the Inspectors' cadre.
In the past few weeks, All India office bearers have undertaken extensive tours to various parts of the country to strengthen the organisation. Meetings were held at Hyderabad, Rajkot, Surat, Daman, Ahmedabad, Baroda, Jamshedpur and Jaipur. All these meetings were well attended and membership of the AICEIA has seen a huge surge in recent times.

APPEAL FOR CONTRIBUTION IN LEGAL FUND OF AICEIA
As we know that the All India Body of AICEIA is fighting on several fronts to safeguard the rights of Inspectors. There are many cases, in which AICEIA is involved actively. One of such cases is the Civil Appeal filed by the Government in the Supreme Court challenging the verdict of Madras High Court granting Grade Pay of Rs. 5400/- to Inspectors of 4 year after getting his 1st MACP (in the GP of Rs. 4800/-). They have requested the advocate handling our case to file an application for early hearing in the Supreme Court. Since, such application will come for hearing very shortly before the Chief Justice of India, they have to engage a Senior Counsel for the hearing. So, they need more funds to engage a Senior Counsel to argue our case. Many circles of AICEIA have already contributed generously in this fund during CEC Meet on 27th & 28th July, 2013. Hence, we must contribute in this fund so that we can achieve success in the Apex Court.
IN GEN. BODY MEETING, IT HAS BEEN DECIDED THAT ALL MEMBERS MUST CONTRIBUTE RS. 500/- EACH IN THE LEGAL FUND OF AICEIA. PLEASE CONTACT GENERAL SECRETARY OR SECRETARY FINANCE FOR DETAILS AND CONTRIBUTION.

JCM held on Customs (P), Patna
Dear friends!
Yesterday JCM was organized by the Commissioner Customs (P), Patna. The following agenda/issues was strongly raised by the General Secretary, AICEIA, Patna:-
1. Safe drinking water & water coolers to all formations. Installation of RO system/filters. Example was cited that Officers of Sugauli Circle are forced to bring drinking water from nearby railway station.
2. Proper Infrastructure at field offices i.e. decent office building, proper furniture, DG sets for electricity, Air conditioners and Phone/fax and computers. Ex. Boundary wall of Betiah circle collapsed, CPWD not maintaining staff quarters properly, many offices has not own building, Circles which are very far from divisional offices are most sufferer in even getting basic stationery needs etc.
3. Carrying out Fire & Safety Audit of office/residential buildings. Several buildings are very old and any accident may happen at any point of time.
4. Adequate residential premises for Inspectors.
5. Construction of Inspection Yard at LCS Jogbani.
6. Modular partitions and seating arrangement at Hall in 4th & 5th Floor of CR Building.
7. Delay in payment of TA/DA. Ex. Inspectors of Kishanganj have not got preventive TA/DA of November, 2012 yet, Most of the time TA/DA is given in cash, TA/DA is provided completely on personal relations & contacts etc.
8. Arms should be issued only to those Inspectors, who are well trained. Many Inspectors have been assigned duty of arms incharge without proper training in arms. They have been frequently issued arms, which is clear cut violation of rules.
9. Proper number of staffs, as per sactioned strength, may be posted at the station where arms & ammunitions are stored. For ex. Sitamarhi Circle.
10. Vehicle allotted to the specific branch may be used for that purpose only. Vehicles may be provided to all circles/divisions.
11. Norms of transfer & posting may strictly be followed.
12. Inspectors of 2008 Batch and Inspectors who joined post 2011 have not got their Service Books opened yet. It is great lackness on administration part and matter of shame that after elapse of more than two years Inspectors are struggling for opening of their Service Books.
Hon’ble Commissioner (Customs), Patna was very keen and interested in solving our problems. He assured that the problems will be solved soon. Hope for the Best.

Change of Guard Ceremony Meeting of the General Body of AICEIA: patna circle
Today "Change of Guard Ceremony Meeting of the General Body of AICEIA: patna circle" has been held at Auditorium Hall at C R Building (Annexe), Patna. In the meeting, the new body of the association has taken over the charge from previous body. The meeting was held in very cordial manner but the presentation of members was not as expected, as the same was organised on very short notice. We discussed several issues eg. Welfare measures like MACPS, DPC, Deputation, Control Room Duty, 1% incremental scheme, Telephone facility, Crunch of space at work place, Protocol Duty, T & P etc. The "Minutes of the Meething" will be uploaded soon. Further, it has also been decided to organize a General Body Meeting at Jamshedpur in July/August 2013. The date of the GB will be decided in due course on consultation with members. So, friends just wait for one or two days for Minutes of the Meeting.
